5th APEC Education Ministerial Meeting (AEMM) in Gyeongju, Korea

APEC Education Ministers met in Gyeongju, Korea from 21-23 May 2012 to discuss the future of education policy and practice across members. The meeting was framed by the Growth Attributes and Growth Strategy for the Asia-Pacific region that were developed at the APEC Economic Leaders' Meeting in 2010, such as full participation in a knowledge-based economy, protection of the environment through green growth, regional economic integration, and the creation of educational and entrepreneurial opportunities for vulnerable and underrepresented populations.
Themes and Priorities
The Ministers acted within the context of 21st century realities as embodied in three themes:
- Globalization - The APEC goal of regional economic integration will create a pool of resources and skilled labor to attract and nurture business development, including mathematics, science and language education as well as career and technical education and higher education.
- Innovation - To move toward full participation in a knowledge-based economy, all students will need innovative use of ICT in education and teacher quality so that they will be prepared for use in the workforce.
- Cooperation - Changes in the nature of work and instruction demand that education policy making, reform efforts and program implementation should be more collaborative and global. As we work toward full economic integration, we recognize the need to educate our workforce to take on these responsibilities.
The Education ministers drew upon progress made at previous AEMMs. Below is the logic model that guided the discussion about educational priorities, from the theme of striking balance between East and West in 2004, to sharing 21st century competencies in 2008, and finally addressing global, innovative and cooperative education in 2012.
The ministers also discussed the changing world and how education needs to adapt to keep pace with the needs of the 21st century. The graphic below describes how changes to the natures of work, instruction, and program implementation are driving regional economies toward future skills, ICT use and teacher quality, and global partnerships.
