Capacity Building Network (CBN)

The Capacity Building Network (CBN) is a part of the APEC Human Resources Development Working Group.  CBN promotes human resource development by building organizational capacity in government/public, private and not-for-profit sectors in strengthening markets by means of:

  • The encouragement of management best practices in the APEC region, particularly in relation to the impact of globalization,
  • Improved enterprise and sectoral responsiveness and performance, particularly in terms of the adoption of high-performance oriented managerial practices,
  • The encouragement of sustainable systems and methods, in all aspects of economic activities, regardless of sector or size,
  • Forward-looking governance practices, including the take-up of appropriate corporate social responsibility,
  • Increased organizational efficiency, effectiveness and transparency in delivering services.


In July 2011, the CBN published the Strategic Approach to Sustainable Capacity Building: Meeting the Challenges of Regional Economic Integration in APEC.  The report summarizes the results of a project designed to assess past APEC capacity building and to develop a medium-term strategic framework to guide future projects.

Strategic Intellectual Asset Management for Emerging Enterprises

This publication contains a compilation of 10 case studies involving eight APEC economies which were developed under the project, “IPR Strategies for Emerging Enterprises - Capacity Building for Successful Entry to Global Supply Chain", and a synthesis of all the lessons learned throughout the implementation of this project.

The Capacity Building Network project aims to address the challenges in raising awareness of the importance of intellectual assets among the SME owners and managers.

Capacity Building for Recycling Based Economies

This project recognizes that in order for us to enjoy continued well-being for human life, we cannot afford to waste scarce natural resources or energy. Neither can we get away with polluting the environment, nor monopolizing wealth at the expense of others. It is indispensable, and inevitable, to establish a recycle-based society in this region as expeditiously as possible, to achieve sustainable development, maintaining a sound global environment.

Corporate Social Responsibility in the Global Supply Chain

The rationale of this project was to use the supply change management concept in CSR implementation, cascading the effect of good management practices, involving multiple stakeholders, both small and large-scale industries alike.

Corporate Social Responsibility in the APEC Region

This project addressed the issues of developing the capacity of management for effective corporate governance.  The report includes a synthesis and summary of a symposium as well as reports from the participating APEC economies.

Innovations in Entrepreneur Development in APEC Economies

The objective of the APEC Trade & Investment Insurance Training Program (TIITP) is to provide training to those who are working or will work with institutions that provide trade and investment insurance so as to develop human resources for the promotion of trade and investment in the Asia and Pacific region.

Capacity Building Program for Trade and Investment Insurance Practitioners

The objective of this workshop was to establish the framework for the major components of the Capacity Building Program for Trade and Investment Insurance Practitioners (CBP-TIIP).

Capacity Building for Investment Liberalization and Facilitation

This project aimed to provide materials to make key players in the public and business sectors better equipped in carrying out successful investment projects.

Capacity Building for the New International Architecture in Trade and Investment

Capacity Building of Mining Stakeholders in APEC Economies on Corporate Social Responsibility

This capacity-building project will assist in improving the social development capacity to help achieve responsible and sustainable mining for the mining industry in APEC economies. The project includes the development of CSR educational framework and teaching materials to increase awareness of best CSR practices of mining firms in APEC.

Seminar-Workshop to Develop a Framework on Mentoring/Coaching Out-of-School Youth on Entrepreneurship

The project is a three-day activity that intends to develop a Framework/Guide on Entrepreneurship Mentoring/Coaching for OSY. It is a combination of information sharing on MSME for OSY, entrepreneurship mentoring schemes; and workshop discussion to develop the Framework.

Strategic Approach to Sustainable Capacity Building - Meeting the Challenges of Regional Economic Integration in APEC

This project proposes to develop a strategic framework for sustainable capacity building programs in APEC to raise the institutional as well as human capacity of government, business, and civil society to meet the new challenges of APEC economic integration. It will also crystallize a long-term vision of capacity building, specifically targeting developing economies of the APEC region.
