What constitutes quality in higher education? How do we know quality when we see it? Even as governments, universities, and colleges across the APEC region grapple with the concept of quality, they have responded to the press for quality assurance by designing assessment systems and working with higher education institutions to improve quality across institutions, within programs, across research endeavors, and certainly around teaching and learning.

In the belief that quality higher education makes students better prepared to meet the unique needs of the 21st Century, APEC and the EDNET have made higher education a priority. During the 5th APEC Education Ministerial Meeting, emphasis was placed on recommendations for improving higher education in the APEC region.
