APEC Projects are a vital part of the APEC process. APEC Human Resources Development projects respond to and address Ministers’ and Leaders’ calls for action in specific policy areas with a wide range of activities, such as seminars, publications and research.


EDNET Projects

Project Description

Priority Area: Mathematics, Science, Language, and Culture Education

International Open Bank of Mathematical Problems (2014)

Russia

This project provides education experts, school teachers and students around the world an open multilingual database of mathematical problems and tools for comparative assessment of learners. It can be accessed at any time, it provides instant processing and publishing of results, and it allows for communication at the school-to-school or teacher-to-teacher level.

Upcoming tasks include creating a space for storing test descriptions, creating a processing module and developing an information environment for publications.

2014 Report

Elite Mathematical Education in Russia (2014)

Russia

Russia’s approach to elite mathematical education involves identifying mathematically gifted children, teaching them high level math in the context of world culture, and educating the mind and spirit to facilitate a culture of working hard and fairly.

Specialized math schools expose students to university-level teachers and strongly enhanced curriculum. Results of elite mathematical education programs are measured through various outlets such as: the number of Olympiad winners, the number of pupils who entered a university and the number of Ph.D.’s obtained.

2014 Report

Emergency Preparedness Education: Focus on Fire and Eruption (2013)

Thailand, Japan

The 2014 Project Completion Report was presented at the 30th Annual Education Network Meeting, a component of the 36th Annual Human Resources Development Working Group Meeting.

Numerous APEC member economies shared information on successful strategies to save schoolchildren from disasters and 11 economies developed an e-textbook that will be used to teach these strategies in schools. Self- funded lesson studies in each economy were instrumental in developing innovative practices to better prepare students (and teachers) for natural disasters.

Economic and Financial Literacy Education (2013)

China

This project was carried out by China and co-sponsored by the United States, Indonesia, Chile, Thailand and Korea. It was initiated in January of 2013 based on the rising demand in the 21st century for financial and economic literacy. Education and training initiatives will help students and workers adapt to rapidly changing economic circumstances. Economic and financial literacy education will lead to a competent workforce characterized by better employment opportunities and performance in the labor market.

The project terminated in June of 2014, resulting in the APEC Guidebook on Financial and Economic Literacy in Basic Education.

Cross-Border Education Data Gathering and Dissemination Technical Assistance (2014)

This project seeks to conduct annual workshops with member economies to strengthen the capacity of higher education institutions and national agencies to design and utilize systems for collecting and disseminationg mobility data in each of the target goal areas.

All 21 APEC economies endorse the target of mobilizing 1 million intra-APEC university-level students per year by the year 2020.

Green Skills Development in TVET (2014)

China

"Green skills" refers to the skills, knowledge and attitudes needed to support and promote sustainable social and economic development. Developing green skills in TVET programs aims to minimize the use of resources, reduce greenhouse gas emissions, increase recycling, promote the use of environmentally friendly products and protect natural resources, among other objectives.

This project fits within a larger goal of the Chinese government to make significant progress in building a resource-conserving, environmentally friendly society.

Promoting Regional Education Services Integration: APEC University Associations Cross-Border Education Cooperation Workshop (2013)

Australia

Cross-Border Education Workshops provide a forum through which leaders share experiences on cross-border education cooperation, collaborate to remove barriers, and develop innovative approaches to promote mobility. Capacity-building workshops and higher education diploma supplement workshops were held in 2014.

Cooperative Alliance for Technical and Vocational Education and Training (TVET) / Career and Technical Education (CTE) + APEC Career and Technical Education Licensing Portal (2013)

Chinese Taipei

Licensing Portal component: This project seeks to create a multi-functional online portal (website) with diverse search and data comparison options to provide helpful information on Career and Technical Education standards and related licensing/certification. It will increase transparency and reduce regional barriers to the flow of education services in the APEC region. APEC member economies are encouraged to share valuable information with Chinese Taipei regarding professional licensing in order to expand the body of information collected and allow for search and comparison functions on the portal.

Cooperative Alliance for TVET component: This project facilitates a forum on sustainable technical and vocational education training programs that involve career mapping for the youth and capacity building through academia-industry collaboration. Member economies exchange information on their current TVET policies and work to build an international collaboration network within APEC and beyond.

Capacity Building for Policies and Monitoring of Cross-border Education in the APEC Region (2010)

In recent years, cross-border education has grown rapidly and become an important part of development cooperation projects, academic exchange programmes and commercial initiatives in the APEC region.This project aims to:

  • Develop common understandings about strengthening management and monitoring for cross-border education;
  • Identify the common issues and challenges in this field; 
  • Share the best practice and successful experiences among APEC members; 
  • Promote cooperation in the field of policy-making and coordinating the monitoring of cross-border education among APEC economies.

This seminar aims to identify regulatory concerns that arise as a result of delivery of transnational education services, promote partnership among government agencies, and Inform policy makers and educators of relevant policies.

Teacher Preparation Program for Secondary Math/Science Teachers (2014)

United States

The objectives of this project are to identify the best ways to recruit student teachers, the entrance requirements to the teaching profession and incentives offered to candidates.

Teacher Preparation Surveys, a main component of the project, highlighted the strategies used in several APEC member economies to recruit teachers, provide feedback on teacher performance and monitor the quality of teacher education.

Information and Communication Technology for Education Exposition 2010 (ICT4E)

The ojective of this exposition is to widen dissemination and involovement in APEC ICT4E initiatives, facilitate sharing of experiences and best practices, gain support for upcoming ICT4E projects of developing economies, and reconvene the APEC Cyber Education Network.

International Comparative Research to Identify Unique and Promising Practices in Mathematics and Science Teacher Preparation for APEC Economies (2009)

China, New Zealand, Russia, China

The four-year "International Comparative Research to Identify Unique and Promising Practices in Mathematics and Science Teacher Preparation for APEC Economies" analyzed secondary school mathematics and science teacher preparation in each participating economy to generate informed and detailed hypotheses about how to improve teacher preparation. The ultimate goal was to identify unique and promising teaching practices, as well as approaches to meeting key challenges in each economy, using standardized research protocols that facilitate comparative analysis. The primary audience for the work are policymakers and research institutions in each economy.

Findings indicate that successful teacher preparation involves:

  • collaboration between teacher education institutes and schools
  • the development of content and pedagogy knowledge
  • the inclusion of research in training
  • the use of Information and Communication Technologies (ICT) in training

The APEC Knowledge Bank Wiki (2007)

United States

The APEC Knowledge Bank Wiki encourages volunteer contributions and collaboration across APEC member economies. Content creation is a transparent, iterative development process and individuals’ contributions can be tracked. In 2014, ownership of the HRDWG Wiki was transferred to the APEC Secretariat servers in Singapore.

LSPN Projects

Project Description

Pension Reform (2014)

This information was presented by the National Development Council of Chinese Taipei at the Labour and Social Protection Network Meeting to highlight efforts toward pension system reform. The government anticipates that these reforms will increase the financial sustainability of its pension system and will promote social equality.

Workplace Safety (2014)

This information was presented by the Occupational Safety and Health Administraiton (OSHA), an agency within the U.S. Department of Labor, at the Labour and Social Protection Network Meeting. The presentation provided insight on strategies pursued and programs implemented since 1970 in the United States to assure safe and healthful working conditions.

G20 Employment Agenda (2014)

This project reports on efforts by the G20 Task Force on Employment to prevent structural unemployment, create better jobs and boost participation in the labor market. These efforts align with leaders' priorities to generate higher growth and better jobs, and strengthen the foundations for long-term growth. A particular focus is on unemployment and underemployment of young people, and on better matching skills with job opportunities to facilitate mobility and enhance employability.

Establishing Best Practices on Human Capital Development to Enhance Productivity, Quality Competitiveness and Innovation Amongst SMEs: Research and Workshop (2013)

Skills Mapping Across APEC Economies (2012)

This project developed a regional perspective on critical skill shortages, drawing together data that is available on employment projections, skills supply and shortages in each APEC-member economy.

APEC Natural Disasters Workforce Project (2012)

The APEC ‘Building Natural Disaster Response Capacity-- Sound Workforce Strategies for Recovery and Reconstruction’ Project (the APEC Natural Disasters Workforce Project) analysed the jobs and training strategies followed by APEC economies in response to recent natural disasters. The project entailed gathering information and sharing knowledge on the design and effect of different approaches taken by government, business and community stakeholders to maintain employment and support recovery in various disaster situations; as well as helping to build the capacity of economies to manage the effects of future events on their workforces and support the reconstruction process.

Advancing Inclusive Growth through Social Protection (2011)

The purpose of the project is to further APEC’s understanding on how to strengthen the effectiveness and sustainability of social protection measures and systems, especially in developing economies. It aims to identify those programs and practices that are cost efficient without sacrificing effectiveness.

Human Resource Impacts of the Global Economic Crisis: What Is Working in APEC Members’ Social Safety Nets (SSN) and Labour Market System (LMS) Policies (2009)

The overall purpose of the project is to assess the human resource impacts of the global economic crisis and to identify what is working and what is not working in creating employment and earnings.

Promoting Good Practice and Policies for Young People’s Work in APEC Economies (2009)

This project seeks to identify good practice and policies for young people’s work in APEC economies. The project has two overarching objectives: 1. To describe the current situation of young workers in APEC economies, including how young people are being affected by the global economic crisis. 2. To identify appropriate responses to the current and future labour market challenges affecting young people, with particular reference to employment and working conditions.

APEC has relesed the Report for the Promoting Good Practice and Policies for Young People’s Work in APEC Economies project, which summarizes the findings from the project's three streams: a literature review, survey, and workshop.

TVET and HRD Training Program for Experts (2008)

The purpose of this project is to assist in the capacity building of economies in the Asia-Pacific region in the area of technical vocational education and training(TVET) and human resources development (HRD) by conducting a week-long short-term training program from December 3, 2007~December 7, 2007 in Seoul, Korea.

APEC Human Resources Development Seminar/Training Programme on the Adoption of IT (2008)

The APEC-IT Training Course is implemented by the Overseas Vocational Training Association and aims to bridge the digital divide; emphasize the need for capcity building of personnel concerned with information technology; and introduce and promote IT into the enterprises in the target area.

APEC Vocational Training Project in Cooperation with Enterprises (2008)

This project aims to contribute to human resources development in developing countries within the APEC region by providing basic vocational training, in collaboration with local Japanese affiliated firms, to local residents unemployed.

Impact of Performance Based Remuneration Systems on Productivity Performance of Local Industries (2008)

This project produced a report that provides an overview of each economy’s economic situation and the importance of SMEs in their economies, and also provides information on the types of performance systems used in each economy. To download the report, click here.

The Role of TVET Providers in Training for Employees (2008)

This forum will discuss the current understanding of TVET providers on arrangements in the private and public sectors on the quantity and content of TVET; division of roles between the national government, public-interest corporations and private sector entities; promotion of skills development behavior among workers; and support measures.

Public Private Partnerships: Meeting the Needs of the 21st century Global Workforce (2008)

This symposium attempted to facilitate the exchange of ideas on innovative public-private partnerships between APEC member Economies. This exchange will help address workforce challenges in the 21st Century global economy.

Innovations in Human Resource and Economic Development (2007)

This on-line discussion resource is provided as part of an ongoing project to promote continuing dialogue around human resource development topics, recognizing that APEC economies are more interconnected than ever before as we seek to address the unrelenting challenges of global change.

Increasingly Vital Role of Enterprises on Human Resource Development (2006)

This project, Increasingly Vital Role of Enterprises on Human Resource Development was part of the APEC Forum on Human Resources Development.

Vocational Education and Training (VET) for the Youth (2006)

This ongoing project, Vocational Education and Training (VET) for the Youth was part of the APEC Forum on Human Resources Development. APEC economies engaged in the 2014 Seminar on Youth Skills Development in order to share information on challenges encountered and successes achieved while implementing youth-targeted programs and strategies. APEC Forum on Human Resources Development (2005)

This forum brings together researchers, policy makers, and practitioners to discuss timely matters related to enhancing labour systems throughout the Asia-Pacific region, particularly in the arena of vocational training and other human resources development measures.

International Migration and Structural Change in APEC Member Economies (2000)

Rapid growth of international migration in many APEC economies has been an important dimension of socioeconomic development in the region over the past two decades.  The purpose of this project is to investigate the relationship between international migration and structural changes in APEC economies.

Responding to Change in the Workplace: Innovations in Labour-Management-Government Cooperation (2000)

This project focused on raising awareness of successful economy-wide Labour-Management-Government (LMG) practices within the APEC region and the accompanying benefits of such cooperation.

Successful Practices in Human Resources Development in the Workplace: Contributions from Labour, Management and Government (1999)

The main objective of this project is to assist all APEC member economies to learn from each other’s experiences and thereby facilitate effective responses
in labour force strategy and policy.

CBN Projects

Project Description

APEC Advanced Training for Vocational Instructors (2010)

This project was initially proposed by Korea in 1993; since then, 17 economies and 416 TVET instructors have participated. The purpose of this project is:

  • To upgrade knowledge, practical competence and pedagogical techniques to develop TVET systems in APEC member economies
  • To give exact concepts and plenty ideas of curriculum and material development for future teaching and learning
  • To contribute to the development of TVET programs in participating economies by acquiring up-to-date techniques

Several advancements were made in 2013, such as the creation of an IT course on android application development. Efforts in 2014 will be focused toward expanding the number of TVET instructors, teachers and trainers participating in the project, developing new IT courses related to graphic design as well as courses related to refrigeration and air-conditioning, and other objectives.

Capacity Building of Mining Stakeholders in APEC Economies on Corporate Social Responsibility (2009)

This capacity-building project will assist in improving the social development capacity to help achieve responsible and sustainable mining for the mining industry in APEC economies. The project includes the development of CSR educational framework and teaching materials to increase awareness of best CSR practices of mining firms in APEC.

Seminar-Workshop to Develop a Framework on Mentoring/Coaching Out-of-School Youth on Entrepreneurship (2009)

The project is a three-day activity that intends to develop a Framework/Guide on Entrepreneurship Mentoring/Coaching for OSY. It is a combination of information sharing on MSME for OSY, entrepreneurship mentoring schemes; and workshop discussion to develop the Framework.

Strategic Approach to Sustainable Capacity Building - Meeting the Challenges of Regional Economic Integration in APEC (2009)

This project proposes to develop a strategic framework for sustainable capacity building programs in APEC to raise the institutional as well as human capacity of government, business, and civil society to meet the new challenges of APEC economic integration. It will also crystallize a long-term vision of capacity building, specifically targeting developing economies of the APEC region. See also: Strategic Approach to Sustainable Capacity Building

IPR Strategies for Emerging Enterprises - Capacity Building for Successful Entry to Global Supply Chain (2008)

The project is to address the challenges of emerging enterprises, both in developed and developing economies, in enhancing their preparedness of IPR protection by providing practical training, which will be designed to take advantage of the diversity of APEC members, both economic and technological development as well as cultural background.

Capacity Building for Investment Liberalization and Facilitation (2007)

This project aimed to provide materials to make key players in the public and business sectors better equipped in carrying out successful investment projects.

Capacity Building for Recycling-Based Economy (RBE) (2004)

The multi-year project highlights RBE in the APEC Region and is sponsored by the Japanese Institute for International Studies and Training (IIST) with project overseer is Takato OJIMI.

Capacity Building for the New International Architecture in Trade and Investment (2004)

This project aimed to develop a deeper understanding of emerging trends in the international trade regime and, consequently, the need for increased technical capacity for stakeholders preparing to engage with those trends.

Innovations in Entrepreneur Development in APEC Economies (2004)

This project aimed to strengthen entrepreneurship through sharing of best and innovative practices, case studies of successful entrepreneur development, and development of new and innovative training materials for entrepreneurs.

Capacity Building Program for Trade and Investment Insurance Practitioners (2002)

The objective of this workshop was to establish the framework for the major components of the Capacity Building Program for Trade and Investment Insurance Practitioners (CBP-TIIP).

Corporate Social Responsibility in the APEC Region

This project addressed the issues of developing the capacity of management for effective corporate governance. The report includes a synthesis and summary of a symposium as well as reports from the participating APEC economies.

Corporate Social Responsibility in the Global Supply Chain

The aim of this project is to use the supply chain management concept in Corporate Social Responsibility implementation, cascading the effect of good management practices, involving multiple stakeholders, both large and small industries alike.

Description

Capitalising Information Technology for Greater Equity and Access among Poor and Rural Communities (2008)

The project seeks to address and alleviate the enormous lack of knowledge and skills faced by the rural poor especially in developing economies of the Asia-Pacific Region by creating a set of materials that will be used by policy-makers, governmental agencies, NGOs’ and research and academic institutions to help support poor and rural people so that they will have the skills and knowledge to access information and data resources related to their vocations in order to upgrade their total well being.

Strategic Plan for English and Other Languages (2008)

The Strategic Action Plan undertakes research and information-sharing activities to help students and teachers build the 21st century skills of learning more than one language.

APEC Youth Camp 2008: Caring for the Sustainable Development in the Asia-Pacific Region   (2008)

APEC youth delegates participated in discussions about water resources worldwide. Discussion sessions also allowed delegates to share their experiences with water pollution, climate change, and water culture in their home economies. These discussions provided the framework for the youth declaration.

Comparability of Qualifications in the Health Sector within the APEC Region (2006)

This project sought to develop a database of academic and professional qualifications, competencies and experience-based requirements in health practice of APEC member economies and to compare them. The project showed that the qualifications and competencies of graduates in several fields coming from each economy are not comparable. In order to arrive at a mutual recognition of qualifications, a minimum set of criteria should be established and should be met by an applicant.

Improving the Institute Capacity of Higher Education under Globalization: Joint Schools among APEC (2004)

The objectives of this project are to share the past experience of joint schools in higher education among APEC economies, to analyze the present barriers and difficulties in joint schools of higher education among APEC economies, to explore the possible better ways of joint schools in higher education in future among APEC economies, and to improve capacity of higher education institutions in running joint schools through this study and following-up training activities.

APEC High Level Meeting on Human Capacity Building (2001)

Ministers and senior officials had face-to-face dialogue with businesses executives and experts from education and training sectors on human capacity building. The participants worked to reach a deeper understanding on the role of human resources in the economic and social development of the new economy.

The APEC Engineer Manual (2000)

The Manual sets out the methodology for assessing the academic and professional experience of professional engineers against a standard established by the economies for determining substantial equivalence for practicing professional engineers.

Human Resource Management Symposium on SMEs (1999)

This symposium explored the role of human resources management (HRM) through its place in the world of small and medium enterprises.

Conference on Linkages between Paid and Unpaid Work in Human Resource Policy (1998)

This project presents a gender-sensitive analysis of labour markets and asks questions about where women are working, and how policies have different impacts on women and men.

The Human Resources Development Dimension of the Asian Financial Crisis (1998)

This report is from a symposium that brought together over 100 officials, experts and representatives from the private sector to discuss the social consequences of the financial crisis and to help identify specific actions that might be taken by APEC for individual member economies to mitigate the consequences of the economic and financial crisis.

Trade and Investment Insurance Training Program (TIITP) (1997)

The objective of this program is to provide training to those who are working or will work with institutions that provide trade and investment insurance so as to develop human resources for the promotion of trade and investment in the Asia and Pacific region.
