 APEC Projects are a vital part of the APEC process. APEC Human Resources Development projects respond to and address Ministers’ and Leaders’ calls for action in specific policy areas with a wide range of activities, such as seminars, publications and research.

Description

International Comparative Research to Identify Unique and Promising Practices in Mathematics and Science Teacher Preparation for APEC Economies

The four-year "International Comparative Research to Identify Unique and Promising Practices in Mathematics and Science Teacher Preparation for APEC Economies" project will analyze secondary school mathematics and science teacher preparation in each participating economy to generate informed and detailed hypotheses about how to improve teacher preparation. The ultimate goal is to identify unique and promising teaching practices, as well as approaches to meeting key challenges in each economy, using standardized research protocols that facilitate comparative analysis. The primary audience for the work are policymakers and research institutions in each economy.

Lesson Study for Implementing Curriculum: Developing Innovative Assessment Problem

Through engaging lesson study in each economy, the aims of the project in the year 2010 are;

  • To compare mathematics textbooks and achievement tests of participating APEC member economies. 
  • To develop innovative assessment problems for improvement of the mathematics lesson. 
  • To share the software in order to develop digital textbooks, which will be shared among APEC economies.
  • To report the developed lessons in relation to assessment problems and enable to share the economies.

Building Open Education Resource (OER) Capability in APEC Economies

The purpose of this project is to begin building an APEC library of higher education courses as open education resources (OERs) in the priority areas of math and science, language learning, and vocational training. These resources are known as Open Education Courseware (OCW). Participating members must commit to developing three open courses or translating three existing open courses.

Higher Education Diploma Supplement

The Diploma Supplement (DS) is a tool used to facilitate qualifications recognition and improve understanding of education systems. Wide-spread adoption of a DS in the Asia-Pacific region would promote student, academic and provider mobility through improved transparency and reliability of information about higher education qualifications and would be consistent with the European Bologna process and UNESCO regional recognition conventions. The project will survey existing practices, identify different approaches and issues in developing and implementing the DS, and convene a seminar in Australia to progress developments. Specific outcomes of the seminar would include:

  • Sharing and developing information on standards upon which national DSs can be based
  • Identification of the capacity building needs of individual APEC economies to develop and implement a DS.
APEC and International Education

This project analyzed the ways in which education contributes to economic outcomes and provided recommendations on how APEC wide cooperation in education exchange can enhance both educational outcomes and economic and social outcomes for all member economies.

The report was prepared for the 2nd APEC Symposium on Education Reform, held in Xi’an, China, from January 15-17, 2008.

APEC Learning Community for Shared Prosperity

Aims to promote Learning Communities to share information to overcome the knowledge and digital divide in hopes of increasing knowledge building capacity.

APEC Workshop on Embedding Entrepreneurship in University Curriculum

Entrepreneurship is increasingly becoming recognized as a key component of education and practice today and every learner should be given the opportunity to acquire the skills required to make an innovative and creative contribution within their working practices.

APEC Workshop on Strengthening Youth Work in the APEC Region

This project aims to enable an exchange of experience and develop sustainable contacts and networking between youth organizations of APEC member economies with the perspective of enhancing cooperation for promoting youth participation and non-formal education, especially voluntary work.

Classroom Innovations through Lesson Study

Aims to improve the quality of education in the area of mathematics. The project has produced useful papers describing mathematical thinking, lesson videos of classroom instruction.

Mapping of Qualifications Frameworks Across APEC Economies

The project identified formal and informal qualifications frameworks systems, associated descriptors and quality assurance frameworks, and recognition agencies across APEC economies.

Measures Affecting Cross Border Exchange and Investment in Higher Education in the APEC Region

This project aimed to increase transparency, offering a comprehensive, updated assessment of barriers to trade and investment in higher education services to increase levels of economic activity for economies and for the region.

APEC Information and Communication Technology for Education Exposition (ICT4E)

The Expo aims to widen dissemination and involvement in APEC ICT4E initiatives, facilitate sharing of experiences and best practices to directly support the 4th AEMM Joint Statement and EDNET Strategic Action Plan for ICT and Systemic Reform, gain support for upcoming ICT4E projects of developing economies and provide a venue to reconvene the APEC Cyber Education Network. The APEC ICT Expo is scheduled to be held in Manila in March 2009.

APEC 21st Century Mathematics and Science Education for All in the APEC Region: Strengthening Developing Economies and the Gender Equity Through Standards, Assessments and Teachers

The project will achieve this through online resources, a Conference on 21st Century Mathematics and Science Education for All in the APEC Region, an APEC-wide Practice Guide on Encouraging Girls in Mathematics and Science, and a network of universities in the APEC region to support the math-science priority area through research-based and applied activities.

Comparability and Benchmarking of Competencies and Qualification Frameworks in APEC Region (Pilot Area: Construction/Welding)

This project contributes to the achievement of HRDWG’s mission of sharing experiences and skill by addressing its objectives of building 21st century Career and Technical Skills, developing common understandings about qualifications, skills, and professional recognition in order to facilitate the mobility of persons in a more competitive global skilled labor market, and enhancing employment creation and alleviating poverty.

Study of Best Practices in Teaching and Learning Languages in APEC Economies: Lesson Study Applications

This project aims to: 1) Share the concept and examples of Lesson Study, through a DVD Workshop, as a realistic and effective approach for school teachers’ professional development in the area of language teaching in order to promote higher proficiency in shared languages for the good of economic life and development among the APEC member economies; and 2) Collaboratively apply and evaluate the Lesson Study approach for the pragmatic teaching of languages among the APEC member economies.

International Benchmarking to Improve Mathematics and Support Exemplary Practices in Travel-Eligible APEC Economies

The purposes of the project are to:

  • Conduct APEC benchmarking studies for mathematics to identify and describe exemplary practices in the APEC region with respect to different key features of a mathematics education delivery system, including standards, assessments, teachers, and low-performing students and schools.
  • Widely disseminate the findings with special focus on assisting the travel eligible Economies and incorporating the findings on the APEC Wiki.

Best Practices in Human Resource Capacity Building in Science and Mathematics

This project builds up the capacity of economies to succeed in the 21st century knowledge-based economy through evidence-based enhancement of teaching capabilities which in turn will lead to better competencies that meet the challenges of the 21st century. It will also help bridge the development gap by allowing member economies to learn from the experiences of each other and adopt best practices in their own economies.

Collaborative Studies on Innovations for Teaching and Learning Mathematics in Different Cultures (III) - Lesson Study focusing on Mathematical Communication

Using Lesson Study approaches, the project aims to 1) Collaboratively share the ideas and ways of Mathematical Communication which is necessary for science, technology, economical life and development on the APEC member economies, and 2) Collaboratively develop the teaching approaches on Mathematical Communication through Lesson Study among the APEC member economies.

Education to Achieve 21st Century Competencies and Skills for All: Respecting the Past to Meet the Future

Key 21st Century outcomes for being competitive in the global economy, whether through college-prepatory or career and technical education curricula, are built through the integration of core subjects with 21st Century themes and 21st Century skills. The 21st Century core subjects and themes to be focused on are:

  • Identifying the core content knowledge and skills in math, science, and languages all students must master;
  • Identifying the career and technical knowledge and skills needed in the 21st Century workplace; and
  • Identifying the tools (ICT) and policy supports (new ways of teaching; assessment and accountability) necessary to ensure 21st Century Skills for All.


Human Capital Policies for Green Growth


This project examines the status of policies within APEC economies regarding training, education, and development policies in order to develop thriving sustainable industries. Through a survey of member economies, it will be determined what APEC economies are doing to develop sustainable industries. In addition, a project symposium will be held in 2011 for further discussion of member economies' practices, particularly as they relate to energy efficiency in developing economies.
Quality in Higher Education: Identifying, Developing, and
Sustaining Best Practices in the APEC Region


This is the first project of its kind for APEC HRDWG because it is looking exclusively at the quality of Higher Education. It was set up in response to an APEP priority expressed at the 2008 Joint Statement of Education Ministers at the 4th APEC Educational Ministerial Meeting in Lima, Peru that, “quality education for all is our common goal.” The project aims to begin a dialogue among the economies through which a common understanding of the aspects of quality of higher education will be reached. This information can then be used to inform future projects and policy suggestions. The conference will take place August 4-6 2011 in Honolulu, Hawai'i.

Project Description

The Role of TVET Providers in Training for Employees

This forum will discuss the current understanding of TVET providers on arrangements in the private and public sectors on the quantity and content of TVET; division of roles between the national government, public-interest corporations and private sector entities; promotion of skills development behavior among workers; and support measures.

Promoting Good Practice and Policies for Young People’s Work in APEC Economies

This project seeks to identify good practice and policies for young people’s work in APEC economies. The project has two overarching objectives: 1. To describe the current situation of young workers in APEC economies, including how young people are being affected by the global economic crisis. 2. To identify appropriate responses to the current and future labour market challenges affecting young people, with particular reference to employment and working conditions.

APEC has relesed the Report for the Promoting Good Practice and Policies for Young People’s Work in APEC Economies project, which summarizes the findings from the project's three streams: a literature review, survey, and workshop.

Innovations in Human Resource and Economic Development

This on-line discussion resource is provided to promote continuing dialogue around human resource development topics, recognizing that APEC economies are more interconnected than ever before as we seek to address the unrelenting challenges of global change.

Public Private Partnerships: Meeting the Needs of the 21st century Global Workforce 

This symposium attempted to facilitate the exchange ideas on innovative public-private partnerships between APEC member Economies. This exchange will help address workforce challenges in the 21st Century global economy.

Impact of Performance Based Remuneration Systems on Productivity Performance of Local Industries

International Migration and Structural Change in APEC Member Economies

Rapid growth of international migration in many APEC economies has been an important dimension of socioeconomic development in the region over the past two decades.  The purpose of this project is to investigate the relationship between international migration and structural changes in APEC economies.

Responding to Change in the Workplace: Innovations in Labour-Management-Government Cooperation

This project focused on raising awareness of successful economy-wide Labour-Management-Government (LMG) practices within the APEC region and the accompanying benefits of such cooperation.

The main objective of this project is to assist all APEC member economies to learn from each other’s experiences and thereby facilitate effective responses

The purpose of the project is to further APEC’s understanding on how to strengthen the effectiveness and sustainability of social protection measures and systems, especially in developing economies. The purpose of this project is:

  • To upgrade knowledge, practical competence and pedagogical techniques and developing TVET system of APEC member economies

  • To contribute to the development of TVET program of participating economies by acquiring up-to-date techniques

IPR Strategies for Emerging Enterprises - Capacity Building for Successful Entry to Global Supply Chain

The project is to address the challenges of emerging enterprises, both in developed and developing economies, in enhancing their preparedness of IPR protection by providing practical training, which will be designed to take advantage of the diversity of APEC members, both economic and technological development as well as cultural background.

Capacity Building for Investment Liberalization and Facilitation

This project aimed to provide materials to make key players in the public and business sectors better equipped in carrying out successful investment projects.

Capacity Building Program for Trade and Investment Insurance Practitioners

The objective of this workshop was to establish the framework for the major components of the Capacity Building Program for Trade and Investment Insurance Practitioners (CBP-TIIP).

Capacity Building for Recycling-Based Economy (RBE)

The multi-year project highlights RBE in the APEC Region and is sponsored by the Japanese Institute for International Studies and Training (IIST) with project overseer is Takato OJIMI.

Innovations in Entrepreneur Development in APEC Economies

This project aimed to strengthen entrepreneurship through sharing of best and innovative practices, case studies of successful entrepreneur development, and development of new and innovative training materials for entrepreneurs.

Corporate Social Responsibility in the APEC Region

This project addressed the issues of developing the capacity of management for effective corporate governance. The report includes a synthesis and summary of a symposium as well as reports from the participating APEC economies.

Corporate Social Responsibility in the Global Supply Chain

The aim of this project is to use the supply chain management concept in Corporate Social Responsibility implementation, cascading the effect of good management practices, involving multiple stakeholders, both large and small industries alike.

Capacity Building for the New International Architecture in Trade and Investment

This project aimed to develop a deeper understanding of emerging trends in the international trade regime and, consequently, the need for increased technical capacity for stakeholders preparing to engage with those trends.

Capacity Building of Mining Stakeholders in APEC Economies on Corporate Social Responsibility

This capacity-building project will assist in improving the social development capacity to help achieve responsible and sustainable mining for the mining industry in APEC economies. The project includes the development of CSR educational framework and teaching materials to increase awareness of best CSR practices of mining firms in APEC.

Seminar-Workshop to Develop a Framework on Mentoring/Coaching Out-of-School Youth on Entrepreneurship

The project is a three-day activity that intends to develop a Framework/Guide on Entrepreneurship Mentoring/Coaching for OSY. It is a combination of information sharing on MSME for OSY, entrepreneurship mentoring schemes; and workshop discussion to develop the Framework.

Strategic Approach to Sustainable Capacity Building - Meeting the Challenges of Regional Economic Integration in APEC

This project proposes to develop a strategic framework for sustainable capacity building programs in APEC to raise the institutional as well as human capacity of government, business, and civil society to meet the new challenges of APEC economic integration. It will also crystallize a long-term vision of capacity building, specifically targeting developing economies of the APEC region.

Capacity Building for Policies and Monitoring of Cross-border Education in the APEC Region

In recent years, cross-border education has grown rapidly and become an important part of development cooperation projects, academic exchange programmes and commercial initiatives in the APEC region.This project aims to:

  • Develop common understandings about strengthening management and monitoring for cross-border education;
  • Identify the common issues and challenges in this field; 
  • Share the best practice and successful experiences among APEC members; 
  • Promote cooperation in the field of policy-making and coordinating the monitoring of cross-border education among APEC economies.

TVET and HRD Training Program for Experts (2008 ~ 2011)

The purpose of this project is to assist in the capacity building of economies in the Asia-Pacific region in the area of technical vocational education and training(TVET) and human resources development (HRD) by conducting a week-long short-term training program from December 3, 2007~December 7, 2007 in Seoul, Korea.

APEC Human Resources Development Seminar/Training Programme on the Adoption of IT

The APEC-IT Training Course is implemented by the Overseas Vocational Training Association and aims to bridge the digital divide; emphasize the need for capcity building of personnel concerned with information technology; and introduce and promote IT into the enterprises in the target area.

APEC Vocational Training Project in Cooperation with Enterprises

This project aims to contribute to human resources development in developing countries within the APEC region by providing basic vocational training, in collaboration with local Japanese affiliated firms, to local residents unemployed.

Capitalising Information Technology for Greater Equity and Access among Poor and Rural Communities

The project seeks to address and alleviate the enormous lack of knowledge and skills faced by the rural poor especially in developing economies of the Asia-Pacific Region by creating a set of materials that will be used by policy-makers, governmental agencies, NGOs’ and research and academic institutions to help support poor and rural people so that they will have the skills and knowledge to access information and data resources related to their vocations in order to upgrade their total well being.

Human Resource Impacts of the Global Economic Crisis: What Is Working in APEC Members’ Social Safety Nets (SSN) and Labour Market System (LMS) Policies

The overall purpose of the project is to assess the human resource impacts of the global economic crisis and to identify what is working and what is not working in creating employment and earnings.

Strategic Plan for English and Other Languages

The Strategic Action Plan undertakes research and information-sharing activities to help students and teachers build the 21st century skills of learning more than one language.

APEC Youth Camp 2008: Caring for the Sustainable Development in the Asia-Pacific Region  

APEC youth delegates participated in discussions about water resources worldwide. Discussion sessions also allowed delegates to share their experiences with water pollution, climate change, and water culture in their home economies. These discussions provided the framework for the youth declaration.

Comparability of Qualifications in the Health Sector within the APEC Region

This project sought to develop a database of academic and professional qualifications, competencies and experience-based requirements in health practice of APEC member economies and to compare them. The project showed that the qualifications and competencies of graduates in several fields coming from each economy are not comparable. In order to arrive at a mutual recognition of qualifications, a minimum set of criteria should be established and should be met by an applicant.

The APEC Engineer Manual

The Manual sets out the methodology for assessing the academic and professional experience of professional engineers against a standard established by the economies for determining substantial equivalence for practicing professional engineers.

APEC High Level Meeting on Human Capacity Building

Ministers and senior officials had face-to-face dialogue with businesses executives and experts from education and training sectors on human capacity building. The participants worked to reach a deeper understanding on the role of human resources in the economic and social development of the new economy.

Conference on Linkages between Paid and Unpaid Work in Human Resource Policy

This project presents a gender-sensitive analysis of labour markets and asks questions about where women are working, and how policies have different impacts on women and men.

Human Resource Management Symposium on SMEs

This symposium explored the role of human resources management (HRM) through its place in the world of small and medium enterprises.

The Human Resources Development Dimension of the Asian Financial Crisis

This report is from a symposium that brought together over 100 officials, experts and representatives from the private sector to discuss the social consequences of the financial crisis and to help identify specific actions that might be taken by APEC for individual member economies to mitigate the consequences of the economic and financial crisis.

Improving the Institute Capacity of Higher Education under Globalization: Joint Schools among APEC

The objectives of this project are to share the past experience of joint schools in higher education among APEC economies, to analyze the present barriers and difficulties in joint schools of higher education among APEC economies, to explore the possible better ways of joint schools in higher education in future among APEC economies, and to improve capacity of higher education institutions in running joint schools through this study and following-up training activities.

Trade and Investment Insurance Training Program (TIITP)

The objective of this program is to provide training to those who are working or will work with institutions that provide trade and investment insurance so as to develop human resources for the promotion of trade and investment in the Asia and Pacific region.

Information and Communication Technology for Education Exposition 2010 (ICT4E)

The ojective of this exposition is to widen dissemination and involovement in APEC ICT4E initiatives, facilitate sharing of experiences and best practices, gain support for upcoming ICT4E projects of developing economies, and reconvene the APEC Cyber Education Network.
